I had to explain to the dumbass that they were security features to make sure the ballot was legit and not a fake one. They want to make sure you can't make a copy of it to alter the count. He was embarrassingly calling all his friends seconds later to tell them that the UCP wasn't in fact rigging the results.
As an aside, has anyone tried to copy our Canadian bank notes in a photocopier? Try it... if you dare... muwah ha ha ha ha...
