The workers were getting a lot of grief for things that weren't their fault, so they just kept encouraging everyone to fill out a feedback form at the end to complain about staffing levels.
It will be interesting to see if voting numbers are that much higher or staffing numbers were just that much lower.

Mine avoided that by just not doing anything until the ballot was returned.
