For small and petty crime I think police don't bother to even try and catch (and consequently no release needed). Which makes sense in the larger scheme... if they pursued and caught everybody and charged everybody with every small and petty crime police budgets would skyrocket, the courts would clog up, jails capacity couldn't accommodate them, and administration costs would go through the roof.

I don't think even "tough on crime" conservatives would actually want Danielle Smith to spend billions and billions of dollars so that we can promptly throw that guy who stole a pork roast and box of chicken quarters from out of the freezer in your garage in jail for 30 days.
