Based on what I can research its probably more true than you would want to believe. The stat is that 40 individuals has over 6385 negative police contacts with police. Negative contact is defined in the table as someone being considered a suspect, a suspect who is “chargeable,” an individual who has been charged, or a person for whom charges have been recommended.
These would most likely be property type crime, not violent offenses. and most are likely small crimes like vehicle break and enters where the cops have a good idea who did it, but it isn't worth a full blown investigation.
I can believe it, that would be 160 crimes in a year on average/per person. I can believe some of these low life's are breaking in to 160 cars, or stealing bags from arenas, or vandalizing property that often.
