I used to live across the street from that park when i was in college.
Great place to live by the way - me nor my buds over a span of 6 years had a problem walking through Victoria ParK, especially enroute back from 1 street or 17 ave after last call.
Anyways those ruins are of the very first hospital in Calgary

On May 22, 1895, the Cottage Hospital was replaced by the Calgary General Hospital, a sandstone building constructed for that purpose on 12th Avenue and 6th Street SE. The virtues of the new 35-bed hospital were summarized in Hospital President Amos Rowe's introduction to the Annual Report of 1895: "We now possess a first-class building fully furnished, a medical staff of ability and skill, and thoroughly trained nurses."
