Dallas won a draft lottery to get 3rd overall and pick Heiskanen in a year they finished 8th lowest. Literally luck.
They made a great pick to get Harley at 18th overall - Which is the position the Flames relatively are in this year (if they had their pick)
They also drafted future stars like Dellandrea at 13th, Tufte at 25, Gurianov at 12 during the years they were hitting on their 2nd rounders like Hintz.
So it's not like they have magic drafting - Whether you call it "luck" or not, players in the 2nd round fall there for a reason. There is "Some' luck involved - Or Dallas would be hitting on their 1st rounder these years as well
I will say since 2017 Dallas seems to have one of the best overall drafting in the league but they have still missed on a 13th overall pick, and the last 3 years are TBD
In fact - The years before they "bottomed out" at 8th overall (but won the lottery) these were their pick position in the first round
8th (3rd) , 25th, 12th, 14th, 10th, 13th, 14th, 11th, 8th
Dallas actually was almost the definition of mid/bad mid until they got a top 3 pick and non of those mid 1st round picks turned out to be anything
That going back a while and I'm sure Dallas has completely changes their scouting since then, but it's just as easy to get stuck in the pre 2017 Dallas model then replicate the post 2017 success of drafting mid 1st round and missing on players since the odds of finding a star drops dramatically as you exit the first few picks
