The Trudeau government has pledged to build housing in 2015, no? The result will be the same here, because the Feds can't force individual jurisdictions to move or change their laws and rules regarding housing.

Sure they can. Put whatever into the national building code. If provinces still balk at it, you make funding for projects contingent on adopting the code. It doesn't force anything but federal dollars are strong motivators.
