Flames have probably traded more high end players than any team in the league the last two seasons. They have 4 firsts the next two drafts and 20M in Cap space.
They did not go all in to make the playoffs, not even close.

They had to not by choice.
Cap space was kept to either get some assets to get a player. Now they are ready to spend it in the offseason.
This is just the retool year. One of those 20-30th place finishes, and go in the offseason to get some 2nd and 3rd liners so we can finish 16th next season.
Look at their history in the standings. Only 2 years of an attempted rebuild and it was over.
