That stemmed from talk of lax safety in other countries. Obviously the want to not wear a helmet came from the religion and/or culture of another country. More than likely recent immigration (1st generation or sooner) plays a role. It seems like typically after a generation or two people adapt substantially to the popular culture. For this example there is no 3rd generation Canadians wanting to change the helmet/police hat/military helmet rules. Not saying that 3rd generation Canadians aren't trying to change things because of their religion, but I don't think anyone would dispute that this culture is relatively new to Canada's legal system.
