I think in this case, it is good for the majority of people, two working parents who are paying $1000 for daycare. This is the main demographic who uses daycare. More people will be saving money than seeing an increase. Now it's down to $325 across the board for the basics but daycares can add to it, like extra for food or diapers.
Negatives, it is seen as a massive handout for the premium expensive daycares and killing local dayhomes.
Logic: If daycare is more affordable across the board than the 2nd parent can work more, instead of keeping their salary low to get a larger subsidy at a cheaper place.
High income earners are paying into the system that's subsidizing daycare, they could get the benefits too.
