A lot of this is overblown or people have turned one bad experience into "this is how it always is". And a lot is just people who don't want to see homeless people around.
Different for peak times vs non peak times? I take the train maybe 2-3 times a year. Last time there was a guy smoking crack on the train. He was nice enough guy and was blowing the smoke out the windows but makes you think about letting young teenagers take the train after school sports. This was at around 6:30-7ish pm

Much different experience vs homeless just taking a snooze and escaping the cold
