Make money hand over fist, and then mandate a good portion of the windfall into solving global problems, that you would give the world for free.
Building an Arctic presence supported by ice breakers, subs, and drones seems like a priority and a way to build capability without as much new personnel as the land forces. Sounds like that's Carney's plan, I assume Poilievre's too. The Arctic is where the action will be in the second half of the century when navigation is year-round.

Edit: not sure about the less personnel part, but it's definitely a way to spend $ in a hurry!
