They can't do that because two points for a win is the old, accepted tradition in hockey and cannot ever be changed.
Whereas deciding games with shootouts instead of actually
playing hockey is just tickety-boo and doesn't go against tradition at all.
Two-point wins are a hell of a hill for the league to die on.
