I don't know how popular this would be, but I would also be in favour of an eye-in-the-sky ref who can call a penalty when it's missed. It just seems hokey to me that you can get away with something just because the refs didn't see it, or why there is a statute of limitations just because the puck drops.
Maybe not for really minor things interference behind the play, but when there are things like double-minor high sticking penalties missed, I don't think it's really acceptable to just pretend it didn't happen because the refs didn't see it in real time. It would also avoid them having to make chincy make-up calls.
