I wouldn't be trying to cross the border with a visa unless I was damn sure it was legally airtight. If there is any wiggle room at all, you're going to find yourself in a Arizona hotbox with a pay phone and hopefully a memorized friend's phone number.
America isn't going to suffer from a Canadian tourism boycott. They're going to suffer from taking a hatchet to their own tourism industry by overzealous border patrol rental cops.
