A modern and professional military will document where they place mines on their own territory so they can remove them in the future.
The problem is when an enemy military is in your territory and start placing mines as the frontline moves. They don't give a #### and that's where the biggest problem lies.
I have zero issue with Finland placing mines; they would be responsible about it. But if conflict broke out, it would be Russian mines that become a problem in the future.
