He does, but a one way contract only affects his salary in the AHL. He would still have to go through waivers before he can be sent down, like he did at the beginning of this season. It also doesn't have an effect on the Flames' salary cap, since it is below the maximum cap-hit($1.15M) a team's allowed to burry in the AHL.
Before Cooley's injury, he was a top 2 goalie in the AHL, and had the backup role locked up for next year. Cooley has 2 wins in his last 15 games since coming back from his injury. In that time period, he allowed 54 goals(3.6 goals/game), and had a save percentage of 87.4%.
I guess it comes down to the amount of competition that you want in training camp, and how worried are you about losing the 3rd best goalie in training camp to waivers.
