Yes that is the secondary problem, the main problem is that Tesla went cheap on sensors and opted for sensors that only receive signal rather than ones that emit and receive (or both, like every other car brand in North America).
They are trying to do more than the other car companies have the risk tolerance to do, but they are also doing it with the worst technology and a lack of redundancies.
