As I mentioned, and time will tell, but Conroy as a GM seems to be bucking that. His first couple years he has shown that he is sticking to his plan and getting picks rather than spending. I think the 2nd is the biggest pick so far. His splash in UFA has been Mantha. Clearly the paths the last couple GMs have taken are opposite.

WE had cap space by design. The free agent class sucked big time, the big winners of free agency are below us in the standings.
They had cap space opens for a few reasons. Absorb a bad contract for a year for some assets or have space to pounce on a player available.
It did seem he was open to moving the picks but the right players didn't come along and likely wont.
