I think UCB is saying whenever you have the running whether it's dark or not. The article you cited is only for when it's dark out.

I'm with UCB...all lights on whenever your car is on, but with the option to turn them off (say if you're parked in front of a store or house and want to turn them off), then they pop back on next time you put it in reverse or drive.
