Guilbeault is still a big draw especially in Montreal, and he is one of the heavyweights that the Liberals need to keep the environmentalists onboard which Carney supports and Carney needed to be onside with him.
It shouldn't be a surprise that he stays on board, and yet him getting moved out of the Environment portfolio means Carney knows he is a negative in that portfolio. It's a calculated move.
It's about as good as a move as can occur, if you are looking at it from the perspective of a party trying to get elected.
