There seem to be a few schools of thought on this.

First is that they don't want it, and they don't think Trump really does either - this is bluster to "win" on the tariff fight and that's all.

Second school of thought is that they do want it, but they assume that it won't be like this - no one in Canada will get to vote, for example, and it'll essentially be Puerto Rico.

Third school of thought is, actually, fine: new California, a whole bunch of new Democratic votes. But the combined country (especially once we get Greenland too!) will be so obscenely strong, particularly once all of the natural resources north of the 49th are exploited, that it doesn't matter who's president of the new uberstate because everyone will have a pool of money to swim in like Scrooge McDuck. And once that happens everyone will vote Republican anyway because they'll all agree they're now living in a Utopia and Trump was the one who delivered it.
