This is at best a semi accurate statement. Prior to Brexit and Trumps first round of steel tariffs the UK had a steel industry nearly on par with Canadas. Now it is around 1/3 of the size, their recent governments have squandered and lost this industry in a strikingly short period of time.
The reality is that Canada and the UK actually specialize in different shapes of steel, and if Canada does truly lockout the US, you could see the UK simply transferring that 200k tonnes to Canada seamlessly, because it is largely an analog for things that we are already importing from the US.
*200K tonnes is not a meaningful amount of steel, the 3 big mills in Canada could probably produce that volume in less than a week.
They are basically a cautionary tale for Canada where 2 of those 3 mills have been trough bankrupcies in the past 15 years.
