Trump's tariffs are in violation of the USCMA which itself was Trump's negotiated successor to NAFTA, which itself was the successor to CUSFTA, which went into effect on January 2nd 1988
The Canadian industry has developed for the past 37 years around largely free trade with its only land-connected neighbor with mutual benefits. The auto industry in Ontario, our own O&G industry... the money spent to develop these - infrastructure, facilities, regulations has a dependency on trade with USA.
