If you're being charged an 'Air Tax / AC Excise' line item on a used car, you can rightfully call bullsh-t. The mandatory 'Tire Enviro Levy' is the 'Environmental Fees' line item, but again, that's a new car thing (or if you buy new tires).

I've seen the refrigerant(A/C) tax, I've just never seen it called an "air tax" because it sounds ridiculous.
