We did previously get a quote from a dealer with a car that came with the winters, and when we went to CH they said sure they’ll throw them in, and when that deal went south, we brought it up with Cochrane dealer, they also said they’d include them.

It's a government excise payable on all new vehicles equipped with air conditioning sold in Canada.

If you're being charged an 'Air Tax / AC Excise' line item on a used car, you can rightfully call bullsh-t. The mandatory 'Tire Enviro Levy' is the 'Environmental Fees' line item, but again, that's a new car thing (or if you buy new tires).
