Enactment of criminal law is federal. Investigation and enforcement is almost entirely provincial. And it's prosecuted, not persecuted.

The carbon tax needs to be created to not just tax carbon, but to invest the taxed portion back into programs to help people switch to low carbon or zero carbon options.
Something I've said many times, there are not a lot of incentive programs around to help small business accomplish this. Its ridiculous.
