I can guarantee you that he's played through significantly worse injuries. He would be ready to return before the playoffs if this didn't give the Canes the ability to use the cap relief to bring in extra help worth the equivalent of his salary.
I did find your point that the NHL has doctors who assess players who go on LTIR revealing. It's the first time I ever heard of this, I thought it was always the team doctors who made that call.
Edit: are you sure about that? Everything I have read states that it is the team doctor who signs off on LTIR. And once a player is on LTIR, the league has not followed any sort of standard about what a team has to do if a player is medically fit to return but they no longer have cap space because they used the LTIR to bring in other players and exceed the salary cap.
