That’s completely ignorant of anyone who intentionally gets closer to a cyclist while passing, real jerk move.
Downtown is a weird case with respect to the passing distance bylaw. So I’m thinking 2 lanes of traffic heading in the same direction and a cyclist riding near the curb. The traffic lights turn red, everyone stops and the cyclist proceeds to the front of the line. When the light turns green, the way the bylaw is stated, no traffic can pass the cyclist (1m gap required between bike and car) because that space doesn’t exist on the roads downtown.
The ability for one singular cyclist to impede the flow of traffic for one lane is pretty ridiculous, doubly so when there are bike lanes near by and cyclists choose not to use them for whatever reason.
