Since the summer of 2021, only two offer sheets have been signed by players. Those players were the only good young talent on last year's Edmonton Oilers, and they took advantage of the Oilers' weapons-grade stupidity to get out of Dodge.
Now that the Oilers have nobody worth signing to an offer sheet, I'm thinking it doesn't much matter what the cap does. The league will go back to silence as usual.
