Oh well I've never heard it referred to having your hand out for welfare.. I must not hang out with the people who think like that. I've always used it like a short form of saying NDPer. When you say NDPer it slangs out to dipper in my head. I'll have to watch out for that.
I guess it could be like my Grandfather was a proud "Newfie", but when I talk to people today they think Newfie is derogatory and want to be called Newfoundlanders.
