In that calculation the comparisons should be the cost of adding the capacity AND the cost of the surgery vs the contract cost of the private sector. I have no idea from reading the article if the comparison they are making is reasonable or not.
In general I’d rather invest in permanent capacity

My understanding is that there’s a fair amount of unused capacity in the public system due to inadequate staffing. It seems like that should be a cheaper issue to solve than hiring privately.
