China has been trying to edge their way into this for years. Almost certainly happier about the US's retreat than anyone, even if it leaves a few factories with less work.

Putin has accidentally slipped at times, revealing the real purpose of the War is to re-establish a Russo-European sphere of influence, where they have client states, they are both eagerly awaiting the US's abandonment of it's clients. The mission statements might be different, but where the US stops spending this more, they will quickly find ways to start buying up the benefits the US is abandoning.
