I think this is an unsubstantiated claim that flies in the face of evidence.
He doesn't seem to understand that the US provides aid in exchange for influence over other countries rule of law, and foreign policy, to maintain a global dollar based standard (providing more cost certainty and stability in the US than any other country), to reduce the number of barbarians piling up at the gates by allowing them to earn a living where they are (it's and analogy, I am not literally calling them bearded peoples, even if some of them do have beards), to prevent the spread of infection and disease, and keeping these people just a little above the poverty line allows the US to run a huge goods surplus against virtually all other nations artificially raising the average standard of living in the US, and he doesn't understand that by neglecting to maintain the responsibilities will allow others to capture some of the benefits that the US has enjoyed.
