To me it screams that the organization and probably Rogers itself doesn't see the value in overpaying for Vladdy.
This is one of those "when you're too close to the player you see his flaws more than his strengths" scenarios that tends to bite teams.
Soto has similar flaws to Vlad at times, but since you haven't watched him everyday for the last 5 years it's easier to overlook those flaws.
Now the Jays are going to lose the only player they had that even closely resembled a superstar and get lower value in a trade much like the Padres did for Soto.
I've said for a while the Jays of the Vladdy and Bo era really reminded me of the Flames of the Gaudreau and Monahan era. And it appears to be the same outcome.
Flames didn't prioritize signing Gaudreau prior to the 21-22 season because of a couple of poor seasons before he approached UFA, and then it burned them even when they were willing to pay up.
Looks to be the same with Vladdy.
Jays can't hold on now though - he needs to be moved ASAP
