The premise behind Trudeau's comment years ago about the budget balancing itself was the same as Carney's where deficit spending focused on investing in the economy was supposed to have the net benefit of balancing the budget via economic activity and taxation. That worked out so well in practice.

Well the difference presented was one of expanding or developing important infrastructure to support the economy vs tax cuts that really only result in stock buy backs and possible dividend increases.
