Police organizations are in the business of creating revenue to feed their budget to sustain themselves. You have $900k/mth in officers focusing on 10-20km's speeding over the limit that doesn't have much affect on safety generating millions in revenue or $900k/mth focusing on distracted driving that is waaay more difficult to find, ticket and most importantly hold up in court raking in a small fraction of speeding tickets and it's an easy choice for police agencies, regardless of what they say in the media about caring and going after things.
