GGG is right on this one; you try and nab people when they’re stopped at lights, you’re pushing that behaviour to in-traffic; you said it yourself, it’s easier to catch them at lights, and knowing CPS’ M.O. for traffic enforcement, they’ll focus only on that because it’s an easy money maker. But it’s also less effective in addressing the actual risk associated with using a cell phone while driving and if anything incentivizes doing it while on the move and away from traffic lights where one is far less likely to get caught.
