I think we need to talk levels of risk.
Cell phone use while driving is similar in risk to drunk driving.
I don’t think cellphone use at lights would fall into that category of risk. So if you started robust enforcement at lights do thing you would move the probable to while driving enough that it would offset the modicum of savings for distracted at red lights.
In my opinion robust enforcement at red lights would increase use while not at red lights sufficiently to increase risk overall.
I think you need a way to enforce usage while moving.
