It's still dangerous to check at a light, because you are looking at your crotch, you hear a horn honk and step on it. What if that honk wasn't for you? Did you have time to make sure the intersection was clear, or did you panic and drive?

This would also apply to the police. No phones or laptops while on the road, exception would be an emergency situation with lights and sirens.
Do we carve out exceptions for other professions as well?
