In all time medals at the Olys, Finland is tied for 4th all time.
Canada 22
USA 17
Sweden 11
Soviet/Russia 9
Finland 9
Czechoslovakia 8
The big difference is Finland has never won Gold.
They absolutely should be included in any international tournament though.
