I'm going to side with Israel (on this issue only) and the US defamation league and say that while not appropriate and awkward it wasn't meant as a Nazi salute.
X or twitter or whatever it is is obligated to follow the law, car makers don't make speed limits, twitter doesn't make the law for what is legal to say and what isn't.
Asking a corporation to decide such things seems like what we are trying to avoid.
