I think that act would immediately put you in an uphill battle to prove you weren't attempting escape or resisting arrest even if you didn't do anything. Directly illegal? I don't know. Indirectly illegal? Probably.

I knew someone who got in trouble for missing a court date for a speeding ticket he was going to challenge, but then forgot to pay due to the inconvenient time (his claim). The bigger issue was that he left the country on vacation around the court date, so he was picked up when he returned from his trip for whatever violation. He asked if the cops could take him without handcuffs to avoid freaking out his kids. They said no. But they did agree to let him be cuffed in front with a sweater covering the cuffs.

There's also a difference between detention and arrest (even though most people might think they're the same)... so that might have to be factored in too.
