It seems to be a problem when a player who has never played for a US-based team gets traded to a US-based team for the first time, but not a problem if a player has previously played for a US-based team.
Kuzmenko has only ever played for Vancouver and Calgary, so it makes sense for him. I am surprised Pelletier is having trouble because he did play a season in Stockton, so I would have thought it would have been sorted out then.
