It may yet prove to be a bluff, but a price has already been paid. Canadians have already started boycotting American products, switching to made in Canada where possible, and governments have started non-tarriff anti-US actions, like Ford cancelling the $100MM starlink contract.
It's been an expensive bluff so far. We will see if he can try to balance it out by getting Canada to commit to the border security measures we have already announced.
