This is blatantly false. The trade agreement was in two different steps, negotiations separately with mexico and then separate with canada. Countless times in the media claimed Lighthizer was extremely frustrated with Freeland and her negotiating tactics. But hey, it worked out, because Canada actually fared better than the original NAFTA deal.
