Seems like the economic policies in the NEP made it a no brainer for Alberta to stick with selling to the US. Price controls, tax increases, revenue sharing, etc. Note that my NEP education is purely based on Wikipedia and memories of people being pretty upset.
Maybe if they stuck with policy to encourage development of infrastructure and resources, and got rid of all the other crap it could have happened.
