I think Punk winning makes the most sense, especially since he appears weekly. He's also never won the Rumble, which will add to his legacy. Plus they can create more stories on who he'll choose to face at Mania, whether it be Cody, Gunther, or possibly Reigns if he wins a Title... Obviously Cena is the other option, but he won't be on television every week, and he's won twice before. Cena is already confirmed for Elimination Chamber. I assume he wins there, and gets Cody at Mania.

As for the Women's Rumble, I agree that Charlotte winning seems stale before it even happens. She's had so many title runs over the years that it'll be tedious seeing her get another. She will also end up being the heel in an expected feud with Straton. That feels like a lesser program, and Flair already won back in 2020. That being said Vince was always a fan of Charlotte, could Triple H feels different about her? The only problem is I don't see another obvious winner. Maybe Becky Lynch, but they're not going to run back Lynch/Ripley yet. Perhaps there will be two winners or some sort of controversy angle? They haven't done that yet, whereas with the Men's Rumble that happens every few years. Maybe both Charlotte and Becky win?
