I know that tariffs hurt the economy of the exporting country because the United States is a massive market, and I am not an economics genius, but doesn't this mostly just serve to harm the United States consumers? It isn't as though Colombia's exports are going to be produced from within the United States.

People celebrate this as a shrewd move, yet to an outsider, it seems as though the United States is handing over international clout and power to countries that should be considered adversaries, namely China, while at the same time increasing costs to US consumers.

It may increase funds for a short period of time but a foolhardy long term plan that goes against the principles that have made the US the gold standard for economies and the US dollar being used for international trade.
