1) Petterson is the better player by far. His worst season matches up against Cozens' best season.
2) The Canucks are looking for a big return and would demand even more from the Flames (rival tax + payback on the Lindholm trade).
3) The Sabres are not in the playoff hunt at all and are not specifically racing against us for a playoff spot.

Yeah. I think I would prefer Cozens as well for these same reasons. The risk with him is also lower because the acquisition cost would be lower and his cap hit (while bad for what he brings currently) isn’t as high as Pettersson or Rantanen.
A Cozens trade is just so difficult for the flames because any vets they would want for him would not waive their NTC to go there and Buffalo does not want picks. I think the only way they could get Cozens is through a 3 team trade where the 3rd team wants picks but has NHL players that they can trade to Buffalo. Even then, Buffalo is at the top of everyone’s no trade list so it’s likely any teams’ quality players will not go there.
